I agree that they could use some help in fleet warfare. Way too many ship classes. This alone shows a lack of a tactical mindset. Coming from a naval background myself, I can say that i don't think it is necessary for the consultant to be experienced in space ships to be effective here.
A little lesson on the Boyd Cycle (or Lawson Cycle) and analyzing how you can shorten the cycle in fleet combat would be a good start...
